Imo,

I've "googled" qgis and it says that is a free and Open Source Geographic Information System. So not sure what you expect from this Bentley geospatial desktop forum ? If there is a Bentley product involved in your workflow, could you please clarify where ?

as Sebastien wrote, Bentley forum is probably not the best place to ask for QGIS, which in fact is the competitive solution ;-)

You are probably right some users here in forum have an experience with QGIS, but unfortunately you did not share any useful information, so it's hard to provide an answer. What version of QGIS do you use, in what raster format the scanned map is stored and what does it mean "cannot load"? Is there some error message?

There are plenty of information sources available focused to QGIS, so I recommend to search for similar issues at first and if you will not find an answer, to ask in e.g. GisStackExchange forum.
