I have created some map sheets inside Map Enterprise, then imported data (shape files). The graphics/attributes are imported and Inferred Features are created. However, when any of these maps are opened NOT using Bentley Map products, the attribution data is no longer available in the Element Information dialog. If I use only MicroStation and import shape files, then I do see the attribution. I was hoping to be able to have the map data "producers" create/maintain a set of map sheets using the Map products, then make those available to "MicroStation only" users so they would have the ability to "view" the attribute data but not perform any "edits". Our "casual" users are just that -casual. Requiring them to "have" and "utilize" the Map products for simply reviewing data is overkill.
Is there any way to "easily" make the attribution data viewable outside the Map products? Perhaps i-models ? Is it possible to automatically generate/create them (if this is even a possible solution)?

I-models should do the job for your Users Bruce. The process can be run unattended using the keyin:
PUBLISHER PUBLISH <path\settings_file> Note: Using <path\settings_file> runs the publisher in silent mode.
MicroStation users would open the I-model and use the Item Browser to see the attributes.
