Does it matter where you set the transparency value, in level manager, element information window or in Geospatial Administrator?&lt;br /&gt;

&lt;p&gt;How about when you add a raster. In the following picture the red polygon is transparent but you can&amp;#39;t see the raster image through it.&lt;/p&gt;

&lt;p&gt;...which illustrates the following where the source transparent1.dgn&amp;nbsp;shows multiple transparent polygons and a single yellow opaque polygon that are all reflected in Bentley Map Mobile shown at the bottom.&lt;/p&gt;

How does one get it to work?&lt;br /&gt;
I have a project that contains a number of polygons with transparency of 50. In the dgn file the trancparency displays, but in the imodel the polygons only appear brighter, not transparent.&lt;br /&gt;
I have tried modifying trancparency for the level in level manager and Geospatial Administrator and for a single element in the Element Information dialog.&lt;br /&gt;
