How to set the scale based visibility for a layer in Map Manager?

Hi, 
 I have few Oracle Spatial tables added to my Bentley Map (v 8i Select Series 4). How can I set the minimum and maximum scales for a layer to be visible in the Map Manager? 
 When I right click a layer, select properties, I see a dialog box. This has only two tabs, General and Extent. The screen shot for the same is pasted below. I could not find anything regarding scale setting. 
 
 Any help is appreciated.
