[Bentley Map] Use reference color Table

is possible to comment variable MS_REFCOLORTABLE at msgeo.cfg

This could also been managed by using Workspace > Preferences.

It is ignored if MS_REFCOLORTABLE is set at msgeo.cfg level
that is why it is confusing if Map overrides this setting and it is not disabled in GUI.

This is a defect. We have found that it is caused by a fix done for another defect. The correction for the first problem is not good, so we will undo the correction. After a long meeting, we have found the right fix for the original problem.

We are planning a release of Bentley Map at the end of the year or at the beginning of 2017. Both defects will be solved in that release.
