I have a shape of 4 control points with xyz, but how to turn it to Surface with contour?

it's not clear what product do you use, because you mentioned MicroStation V8i (SELECTseries 3) ... what update? ... but ou posted your question to Bentley Map forum.
MicroStation has no tool to create DTM, he is able to import existing LandXML file and to display this DTM in different styles (TIN, contours...).
If you need it to do it once and the surface is not too complex, it can be constructed manually using e.g. intersections between surfaces (original one and temporarily created surfaces at regular heights. But it depends for what purpose you need to create the surface.
