Have you looked at the OGR Tools (ogr2ogr), these will probably do what you want.

I'm not sure why you have posted your message in the Geospatial Imaging and Raster Conversion forum since your question seems more related to vector file than raster file conversion.

I think you might have more chance to find the answer you want in the Bentley Developer Network Group Forum community or in one of the MicroStation forum.
