This is not a problem, we effectively can add the “Import / Export” icon in the Map Interoperability Tab. Thank you for the comment.

We can have a very long discussion about disabling tools. Half of the users hate disabled tools because it is sometimes difficult to know why the tool is not enabled. We decided to keep the tools enabled and instead to display a message, in the message center, that explain why the tool cannot be used right now. We will not change that.

We agree with your comment the terminology, we will also address that in the next release.

I agree this is the discussion that arise when any GUI is designed and I know it from project also. And because, as you wrote, there is no one right approach and a half of users want something different than the rest, I am fine with your explanation ;-)
