I would reitterate Mathieu's questions. Since you are having issues with the file, we would want to know the type, size and projection. Also did you post it up on our FTP site ????

What is the size (in Mb) and the type (i.e. : TIFF, JPEG, ...) of the image?
How long those it takes in ArcGIS to open it?
Is there some other files accompagnying the image file (i.e. : .aux, .rrd)?
What version of Microstation are you using?
Is it possible for you to pack all relevant files (image file, .dgn, accompagnying image files) in a .zip file and upload the .zip file to our FTP website (ftp://ftp.bentley.com/pub/incoming/)?

I have been trying to load the image in just Microstation, It has been loading for over an hour and the cache files are still increasing in size but the task manager says the program is not responding. I have been able to open the image in ArcGIS. Thanks for your help.
Hi,
Geographics is used with raster in order to reproject the raster. If you cannot see your raster, it might be because it could not be reprojected.
To know if this is a reprojection related problem, just unload Geographics and try to attach the raster again.
Can you fall back one layer and try to attach the file in just Microstation ? What is the performance and display there ???
