At this time the translation/scale/roatation parameters are not available for edit in the interface. We have filed a TR for this.
However if your project is not spatially large you could get good results by implementing a local CS by using the define GCS by placemarks tool. Check in the MicroStation help under:

Why do Bentley remove software parts (geodectic datum and ellipsoid editor) they already had in
earlier products (Geographics!!!)
It seems stupid!
