i had al lot of elements in my DGN file on the same layer .
i have created new layers
I want to move some elements from layer to other . how can i do that

You call them elements, so we will assume they are not Map Features, as-defined by a Schema in the Map Geospatial Administrator.
First select the elements to be moved. Use the Select By Attributes command for that.
Second step is to move them. Use your favorite MicroStation tool for that:
