how can import shapefile to dgn without destroyed coordinate system and projection, and import again this file to arcgis

MicroStation includes a Library of coordinate systems to choose from. Select the one that matches the details in the Shapefile's .prj file. When a Shapefile contains a .prj file, and the DGN File contains an active coordinate system, the import and export processes in the OpenCities Map software will compare the two and respect the data's location.
MicroStation can open, import, and reference Shapefiles. OpenCities Map is required to Export to Shapefile.
OpenCities Map also includes the capabilities to connect directly to ESRI Geodatabase and ArcGIS Server repositories as-well, so no import/export is required - simply query the data for your area of interest. Several other spatial data types are also supported - PostGIS, SQL Server, Oracle. See the OpenCities Map Help for more details.
