&lt;p&gt;I quickly check &lt;a href="https://gdal.org/drivers/vector/vrt.html" rel="noopener noreferrer" target="_blank"&gt;VRT format description&lt;/a&gt; and I still think that it&amp;#39;s not possible to define relationships between different data sources. And even when it would be possible (maybe some &amp;quot;VRT expert&amp;quot; will find a solution), I am not sure whether it will be the right way.&lt;/p&gt;
&lt;p&gt;I recommend to process CSV files upfront, which allow to check data quality and to filter and reorganize data to obtain required data format. To link and join CSV files can be done in many ways, you can find plenty of discussions on internet, from simple command line approach over Excel to specialized tools. I think e.g. &lt;a href="https://csvkit.readthedocs.io/en/latest/" rel="noopener noreferrer" target="_blank"&gt;csvkit&lt;/a&gt; is simple but powerful tool.&lt;/p&gt;

&lt;p&gt;I think it&amp;#39;s not possible, but I do not know VRT features in details. &lt;/p&gt;
&lt;p&gt;You can merge (union) more data sources in VRT, but it&amp;#39;s expected they are independent and will be merged, not linked together.&lt;/p&gt;
&lt;p&gt;To understand the situation better, can you share an example of your CSV files to show, how data are linked? Is there e.g. the same id used for coordinates (CSV 1) and cadastral data (CSV 2). Or is there any other method used how data from one file can be assigned to the right data in the second one?&lt;/p&gt;
