Please assist with importing coordinates x,y and their respective labels or text into Open Cities Map.
In the old Bentley Map we used pltpnt.ma to place text at specific coordinates; O Cities does not recognize this mdl.
I have browsed forums, but can’t find help with it.
How do i achieve this in OpenCities map..

Tool settings should be:
Import: Text
Order: (your choice per your data, but needs to be one of the 'T' options)
This will import the text within the file, at the coordinate specified. For '2d' T,X,Y the Z value is simply omitted. e.g. the format demonstrated by:

To then label the coordinates, use Label Element Coordinates.
I suggest using the fence option.
The operation will use the active text settings, perhaps via a text style. When placed with a text style, you can then alter the definition of the style after the fact, to achieve a visually pleasant balance.
Editing the style, and applying 'save' will update the existing text in real time.
Here, I show using the Line Offset Y parameter, to raise the imported text (large, green) above the coordinate labels:
Offsetting the text does not change the origin of the element:

OpenCities Map can also import the coordinates using its Import CSV/VRT functionality. It's a two-step process to replace the mdl functionality, 1. Import the points, 2, Label the points. See these articles for more information:
A third step can be used to convert the dynamic Label to static Annotation in the DGN File. See the Labeling and Annotation chapter in the Map Help document and the following article for more details.
And, is this the same tool as your pltpnt.ma command?

Is there a way to get this function check thousands of points in a .dgn file quickly.
When I use the suggestion
I have (white) text, which shows the position of the co-ordinate, but no point position (I need to click on the text, to see whether its justification is exactly in the middle of the circle, as required).
This function would be perfect, if it looked like below (note green points inside purple circles):
In this case I have imported as text co-ordinates with labels from one file and then deleted labels and imported them another time as points.
This is however far from ideal way of importing co-ordinates.
It is a pity, that simple useful functions are discarded so easily..
