Copy fence contents to new file / Clip - clipped shapes move to the active/default level, not the original level

I use OpenCities Map Ultimate Update 16 version 10.16.02.14.

When I use the "fence file" key-in (fence type: element, fence mode: clip), in the result file the clipped shapes are not on the level of the original element, but on the active / default layer.
Is there a setting or system variable to change this?

I still use Bentley Map v8i for some tasks, and in that this feature works like the clipped shapes are placed on the level of the original element, but it would be important for me to be able to solve this in OpenCities Map as well.
