I have strange situation when I export DGN with Item Types in DWG as block Attributes. Let me explaint what happens...
In DGN I have 5 cells with attached Item values to each of them, with one definition of Item Type (kb).
When I export DGN in DWG I expect to convert Item Types as Block Attributes (or Tags in MS). If I have one definition of ItemTypes I expect to be the same in DWG.
But it seems that in process of converting DGN to DWG for each Cell (Block) there are seperate definition of attributes (seperate TagSet for each Cell in MS).
How can I get that one definition of ItemType will be same definition as TagSet?
This problem is part of bigger problem that I'm working on. In general, I'm trying to find a way how to manage properties in SHP file, import properties in DGN as XFM properties, make them as ItemTypes and finally as Tags (Attributes in ACAD).

The convesion to DWG is flawed as there are many hardcoded conversions which can't be set by user. For example setting "Create Single Block for Duplicated Cells" doesn't try it best to avoid duplicate cells. See this old discussion - communities.bentley.com/.../309167
Also try in Microstation first as Map may add it's own properties on top of DGN elements and confuse the conversion.
