Then, we have an application called Bentley Cadastre which "is an efficient application for creating, maintaining, and analyzing land information." In Bentley Cadastre, you can manage a parcel environment, it mirrors real world workflows for data capture and manipulation, resulting in a rigorous, accurate cadastral fabric. You can manage all your features in topologic model, where all features are relatedby the same topology; where you can modify parcel by "moving one commun point of 2 or more parcels", as you shown in your video.
Finally, to reproduced you video behavior in Map : " to be able to change the parcels by moving one commun point of 2 or more parcels", you will need to create your own solution by modify/create a code (as MVBA file) to give the seame result. For now, is not possible to re-create beahvior from video in Bentley Map except by cusomize your own code or to use Bentley Cadastre.
