Here I am listing few issues indentified by me and seeking for the help.
1. In generally as per convenience to capture data, user will open the reference data like raster’s and land base etc in 2nd monitor. When users magnify in/out in active view of 2nd monitor User is able to see only after switch off and on of current view.
2. In continuation to stated point 1, we are getting blur in raster images (CITS) when users magnify in/out of current view.
Note that we are working on MicroStation V8i version 08.11.07.171 and Bentley Map version 08.11.07.124 and please find attached XLS related to listed above issue 1 and 2

In your first point, all the elements of the view do not display right? It is not just the raster data but also the vector data. Can you provide more information about your data and working environment?
About the second point. Does the blur go away by itself or do you need to refresh the view manually? I think that this behavior is caused by the "Progressive Display" and therefore not a bug. You can try to turn OFF the "Progressive Display" and see if it is better for you. To do so, open the "Preferences" dialog, select the "Raster Manager" category and uncheck the "Display Raster Using an Independent Process" option.

For Capturing environment we use double monitors.In the second monitor microstation may contain vector Data/Rasters/Land base/Some Paper Data for reference.In the second monitor while zooming and zoom out operations in microsation the display of the data not visible.If we toggle the view then data will appear.
