The raster image is listed in the Raster Manager. But does not display in the view. The level isn't locked nor is the cit file. Any suggestions would be greatly appreciated. The MS_RASTER_LOADMODE = 3.

Are you using MicroStation V8i or an older version?
If you select the raster in Raster Manager and fit a view to that raster are you able to see the border of the raster element?
Have you tried to invert the color of the raster or change the background/foreground color of the CIT file? Maybe your background is transparent and the foreground color is the same as the view's background color?
More test could be done if you could make your CIT file avaialble to use (e.g. : attach on a reply, upload on our FTP website or PMed to me).

Yes I can see the border of the raster element. Inverting the color does nothing.
Ok some other things that you should check :
- That your raster name in Raster Manager is in black. If it is not in black that might indicate some problem. For example, if it is in red something wrong happened during the loading.
- That the word Loaded is written in the Status column in Raster Manager. Note that if the column doesn't appear you can display it by right clicking on one column header (e.g. : File Name column) and selecting Status.
- That no error or warning message appears in the Message Center dialog after attaching your raster.
- That your .CIT file contains is not corrupted and it contains data. For this, the best solution is to try to display it with some other software (Bentley and/or third party software).
If no problem appears after those checks then you could to to do the following :
- Deactivate/activate the transparency. For a CIT file, when the transparency is activated the background color become transparent.
- With the transparency deactivated and the inverting button off, change the background/foreground colors (click on the 0 and 1 labeled square button at the bottom right of Raster Manager to change those). With the transparency deactivated if the CIT file is loaded correctly you should see at least the background color you specified filling the raster border.
