I have a geographic data stored in Oracle with SRID 2065 (JTSK) and I need to import them into a DGN file, respecting the same projection. I have found some documentation of an older version of Bentley Geospatial Administrator where there was a category "Coordinate System Directory" in a new project, but in mine version (08.11.07.87) there isn't. Is there some implicit conversion to design files's crc while importing? How to set design file CRC or reproject the existing file?
Exists somewhere tutorials covering this topic? Would you please recommend me where to begin?

I presume you are on SelectSeries 2 releases of the products. You did not say.
You need to set the GCS in the drawing before querying the data from Oracle. Look at the Microstation help file for Geographic Coordinate Systems.
As additional information: Since the coordinate reprojection system and dictionary is now part of Microstation, you do not need to specify parameters for the dictionary in the Geospatial Administrator.
