What is the best workflow method (and software required ) to take SHP data and convert to DGN, resymbolising and changing the the level of each feature based on the attribute values for each feature.
A bit like thermatic resymbolosation in Map expcept the level need to be changed too, and output to a new DGN.
The process needs to operate in a ProjectWise environment.

By using Bentley Map, you can import shapefile via Interoperability dialog and set any symbology before importing. Please refer to following help page: docs.bentley.com/.../MicroStationMaphelp57.html
Once data imported, you can use thematic tool into Map model in Map Manager. Again, you can have more details by consulting the following help page: docs.bentley.com/.../MicroStationMaphelp34.html

Thanks. I got a little closer. I can create a series of import rules by adding the same shp file multiple times and setting the "Where" clause to filter features to different levels and symbology.
Once imported into the Map Model if I open the DGN in normal MicroStation the feature properties can't be viewed in the Element information dialog, unlike they can if opening original shp file or even if the shp file is saved as a DGN and opened in plain MicroStation.
Unfortunately, Map features cannot be edit and properties cannot be seen in Microstation environment. You need to be in Map to work with it.
