&lt;p&gt;In Bentley Map Help file you can retrieve the following two notes about Property Based Annotation:&lt;/p&gt;

&lt;li&gt;A common way to include line breaks in the generated annotation text is to add the string &amp;quot;\010&amp;quot; at the position desired for the line break. MicroStation&amp;#39;s standard text processing will automatically replace &amp;quot;\010&amp;quot; with linefeed characters causing a text node to be generated.&lt;/li&gt;
&lt;li&gt;To specify a literal square bracket in an expression, use the XFM specifier&lt;samp class="ph codeph"&gt;XFM_lbkt;&lt;/samp&gt;for a left square bracket ( [ ) or&lt;samp class="ph codeph"&gt;XFM_rbkt;&lt;/samp&gt;for a right square bracket ( ] ).

&lt;p&gt;&lt;span lang="EN-US"&gt;You can create a cell with two text index with different size (as your first picture). Then, you can use replacement Text symbology to replace the text in the cell by a property or some other values.&lt;span class="apple-converted-space"&gt;&amp;nbsp;&lt;/span&gt;The CoordinateCross feature in the Topology category of the delivered geo_example data set is one such feature. You can also refer to help file which explain this option:&amp;nbsp;&lt;a href="http://docs.bentley.com/en/MapGeospatialAdmin/GeospatialAdminhelp14.html"&gt;http://docs.bentley.com/en/MapGeospatialAdmin/GeospatialAdminhelp14.html&lt;/a&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span lang="EN-US"&gt;Click on the link, then go to following sub-section: Property Based Annotation &amp;gt; PBA for Cell and Text point Features.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span lang="EN-US"&gt;I suggest to create your cell element first, then go into GSA to create the cell feature and its symbology settings. You could create two properties one for the depth main number and a second one for sub-units (smaller size). You can also create only one text to replace where you will be able to put a number followed by a fraction (all in the same size as your second picture).&lt;/span&gt;&lt;/p&gt;
