Maybe anybody knows is there any key-ins to create buffer and overlay zones in Bentley Map?

There is no keyin, but there is a Xfm C API for Map Manager. If that is suitable to you, look for xfmMapLayer_createBuffer and xfmMapLayer_createOverlay in the Xfm API documentation.
