I've added one criteria : COMPARE("[road_Collection/what_to_do]", "upgrade", "") but it does not work. Can someone help me solving this issue?

Please try adding brackets around the feature class name and operations property as follows:
COMPARE("[road_Collection]/[what_to_do]", "upgrade", "")

Actually upon further review your syntax is correct. I'm attempting to mock up your schema to determine what is required.
