Labeling with Data on an element

It's not clear what you are asking.  Do you want the attributes (properties) to be placed as annotation on the element?  Or do you just want to display it in a dialog?

If you import SHP data using Bentley Map, the feature and it's properties will be recognized as Native Features.  This means that you'll be able to use the Labeling and Annotation tools within a Map Model.

If you import (merge) the SHP data using just plain MicroStation, the properties are imported into the design file and can be reviewed in the Element Information dialog as well as the Items dialog. MicroStation does not have tools to annotate those properties.
