Raster covers line

Hello,

I have very irritating problem - while drawing line, when map manager is open 

( when is closed everything is ok), 

the line is under the attached raster (Layer "raster" should be at the bottom). 

After I finished drawing line appears above the raster, 

but it is only after finishing drawing. Why is it like that?
