Yes! the active TextStyle in our setup has fixed Color = 0

Checking fixed color off makes annotation using the color set by the GSA

Using the provided schema and design file, I'm not seeing the described behavior but rather the following:

Are you certain the workspace has been (re)exported and Bentley Map session restarted after any schema and/or symbology changes?

The text style you are using (default) or the active text style of the drawing has the color locked to 0. If you define a text style or unlock the color on the text style used, this will go away and the color will be as defined in the GSA.
