I have imported some TIGER Data Shape files into MicroStation. If I go properties it appears they have retained the attributes which is great. My question is are there any tools in vanilla MicroStation to query or edit this data? Any documentation on how the data is stored in MicroStation?

You can query and interact with the attributes using the Items dilaog. You can not edit the attributes. To do that you need Bentley Map.

... but it's something that I don't recommend to anybody and I am quite happy that it's not commonly known feature. The problem is if the data are edited directly, no business rules can be applied, so it's very easy to have wrong data ... and the data quality dismiss soon in such workflow. So Bentley Map with XFM project and defined rules for XFM features is better solution for sure.
