I have imported some TIGER Data Shape files into MicroStation. If I go properties it appears they have retained the attributes which is great. My question is are there any tools in vanilla MicroStation to query or edit this data? Any documentation on how the data is stored in MicroStation?

MicroStation would only provide the tools to Open, Import, or Reference a Shapefile. All three of these options are read-only on the attributes. You can affect the symbology of the elements by using a Reference Template, but it would take a product such as Bentley Map to query and edit the attribute data; then export back to Shapefile format. You could also write MicroStation MDL or VBA routines to query and edit the attribute data in MicroStation.
