We recently obtained Google Earth Pro but now we are unable to open it from within the MicroStation toolbar as previously, using the Synchronize Google Earth View.
How would one overcome this?

I've not heard of this problem, but it sounds like an inconsistency in the Windows Registry. Did you completely remove Google Earth prior to installing Google Earth Pro? Do the other MicroStation Google Earth tools operate properly, such as Export Google Earth (KML) file, etc.?
If you didn't remove Google Earth, Exit MicroStation, Remove Google Earth, Repair Google Earth Pro, then try the command again.

What was required was an uninstall and reinstall of Google Earth Pro.
