Since I am still rather new to this area of MicroStation/Geopak, please pardon what may be a dumb question. I have a DGN with the GCS set to "EPSG:4326" which is the WGS 84 system. I have imported some data that has lat/long associated and it appears like it comes in correctly. (If I select one of the imported cells, it gives me the origin at 85.333,39.888 for example). Now if I want to take this layer and reproject it to a Projected system (northing easting), I go into the set GCS dialog box and select my new GCS, and then it asks me if I want to reproject or correct the GCS, I select reproject. After I do this, all the elements now have an origin of 0,0. Is there something I am doing wrong or something I am not understanding? Is the issue related to my imported data still being set to lat/long?
Help me understand (as much as possible).

If you just need to see the E, N values for a point, use the ACS & Position readout as-described in this article: Display X, Y, Z Coordinates. Changing the Geographic Coordinate System and performing a re-projection will move, scale, and rotate the elements from their original position.
I'd be interested to see what Inga finds out about the data in that file too.
You don't need to set the GCS to the equivalent coordinate system of the imported data. If you are preforming civil engineering tasks, the likelihood that you are working in Degrees is pretty slim. Choose an appropriate Projected Coordinate System, one with Linear Units, and then perform the import. You will be presented with the option of re-projecting the data, and it should come in correctly.

One thing you might want to double check is if the destination GCS valid region is correct for your data. Indeed most GCS are only valid in a particular area, area which is available during the selection of the GCS (see the field pointed by the mouse cursor on the screenshot below).

I checked the settings and my data range is within the min and max, however, my data is in decimal degrees whereas the GCS is in DMS. Would this be the issue?
