Yes, using the Bentley Geospatial Administrator to assign a "Category" to the feature class definitions would produce the desired "View Filter" groupings in the Bentley Map Mobile app. However it sounds as if you have MicroStation data w/o any other use of XFM from Bentley Map. Is that correct? If so then you would have to use the Bentley Geospatial Administrator application to create a schema containing feature class definitions to which the categories could be assigned.

If you create the feature class definitions using "Symbology > Level" settings that match the levels used in of your MicroStation data then the Dynamic Feature Scoring (DFS) functionality of Bentley Map should automatically map the elements in your MicroStation design files to the proper feature classes with assigned category.

Please note that if on a single MicroStation level you have multiple element types such as text and lines then use of a custom DFS rules file may be required. See the "What is Dynamic Feature Scoring" section of the Bentley Map user guide here for more information.
