If tools are missing from application toolboxes, ensure that they are turned on in the right click menu.
Or perhaps you have upgraded and don't see the toolboxes you are accustomed to having docked on the screen/view? You may have to reset the option for those toolboxes, which is done in the Settings.
Use File | Settings | User ...Toolboxes to display the Tool Boxes dialog. Check the box for the toolbox you need, and select the OK button. You can drag and dock the toolbox to your desired location.
