Is there any option to auto enable the labeling with rotation in the WMS map service to be published using Geo Web Publisher? Any help is appreciated for this.

In this case the situation is unclear from the description given. Can you please elaborate on your workflow?
e.g.
- what is the source layer type / what is it comprised of ?
- has rotation been enabled for the layer within the Map Author?
- do the desired objects appear rotated when published to the MapViewer, and only fail to rotate when WMS is the output?
