WMS 1.3.0 support (Server)

Question

Will GWP support WMS 1.3.0/ ISO 19128 publishing? Why it is not supported yet?

I can confirm that unfortunately version 1.3.0 is not supported on the server side. In GWP only the WMS client is able to 'consume' 1.3.0, 
Defect 166740 was logged to address this issue.
