 Is there any way we can set a layer to have a specific transparency value so our base map is visible underneath the layer?

If it is that you are seeking to make an entire raster layer semi-opaque, then this cannot be accomplished. &lt;br /&gt;
Transparency for consumed WMS layers is a setting within the Graphical Source definition, but extends only to their (source server) defined background color.   &lt;br /&gt;

&lt;p&gt;The layers we have added are WMS layers so we will be unable to carry out what you have suggested. Is there any way we can make the WMS layers transparent?&lt;/p&gt;

&lt;p&gt;Presuming the source is an iDPR of polygons, symbology such as transparency, line weights, etc. are considered at the time of iDPR creation.&lt;/p&gt;
&lt;p&gt;So either:&lt;/p&gt;
&lt;p&gt;- the input data (e.g. dgn) would need to be modified (polygons made transparent)&lt;br /&gt;or&lt;br /&gt;- a MicroStation pen table can be applied to the iDPR conversion process.&lt;br /&gt;For automated iDPR, this is set on the &amp;#39;Filtering&amp;#39; tab of the process definition within the GWP Administrator.&lt;/p&gt;
