I need to view 3d ground models produced by gINT Civil Tools in a web browser, they are natively dgn, and it could also be saved to i.model. Can Geo Web Solutions view a 3d dgn? or is there a better option out there?
There are no online DGN viewers from Bentley and seems never will be.
But it could be possible using Teigha libraries see example - http://cloud.opendesign.com/#/

new Bentley solution for reviewing 3D models online is iTwin Design Review. It accepts i-models, internally it's based on (I guess) Bentley iModelJS open source project with Bentley cloud hosting and web viewer as client.

Bentley web/server geospatial product line seems to be dead, and even old GeoWebPublisher does not support any extensive 3D viewing functionality.

If you can create a .i.dgn file from your dgn, then you can use iTwin Design Review, as Jan suggested.

Can it use reality model as a reference? There is need to combine parametric model with reality model to show it online.
We're working on adding support for reality models, but at the current time this is not possible.
