Are there a monitor tool could be used to automate tDPR creation on file update/delete?

Unfortunately there is no log for the tDPR creation
To workaround this limitation you can try use the index file as explained in the following article
communities.bentley.com/.../12549.how-to-view-tdpr-and-traster-index-files.aspx
By querying the column ID in the table (it corresponds to the dpr name) we can check which ones are stored in the tDPR, it should help then to confront that against the dpr files in the folder

Your answer is also valid because if monitor service will not run for some time period and new files are copied then there is possibility that tDPR index is not synchronized so the database could be later checked that all files are pre-published.
Tried included FSRM (File Server Resource Manager) File Services role in Windows Server 2008/2012. Also works great using with automated script. Only issue that it only triggers on file copy and doesn't monitor if file is changed in place or deleted. This at least works as service and not as application.
