I am working on Load resistance factor design & ultimate limit state design concept in ground deformation analysis for offshore structures in Plaxis.?? Can anybody explain how can we achieve it??

Currently, the Design Approach facility is not yet implemented in PLAXIS 3D. 

For now, the only option is to create copies of the material data sets and update the values according to the design factors you have. The new materials can be directly assigned to the soil volumes.

In the case of load factors, the values of the applied loads should also be adjusted in the specific phases accordingly.
