 According to the webpage, the tool can be used for free. As a prerequisite is, indeed, to have the Geotechnical Select Entitlements (formerly known as VIP license). 
 I would advise you to contact the third-party for more information.

Dear Hossam, 
 With the release of PLAXIS 3D CONNECT Edition V20 we created a structural coupling with STAAD.Pro . This is available under Expert menu as this is a tool implemented by us.
