&lt;p&gt;The error message specifies a connection error. This means that Python tries to communicate with the PLAXIS API and it is refused.&lt;/p&gt;
&lt;p&gt;My first guess would be a security application (e.g. endpoint system) that might filter/block communications with PLAXIS.&lt;/p&gt;
