The pile head connection option is only for connection between the pile head and plate elements, not for raft elements modelled using volume elements.

With a raft modelled as volume elements you can:

1) Connected the embedded beam to the bottom of the raft to create a hinged connection

2) Stick the embedded beam slightly inside the raft so that the raft and embedded beam are connected over short length. This will give a near-moment fixed connection.

I did this only but no change in results with changing pile head connection

Try setting the embedded beam head condition in the Selection Explorer (see image below):
