Critical depth calculation of the pile

Hi all, 

When defining the pile skin resistance for phi soil, critical depth is considered. Normally considered 15 x diameter (d) as the effective stress limiting value (loose 10d, medium 15d and dense 20d). 

If the clay layer overlays the sand layer, how this critical depth is going to affect? and from where critical layer depth is calculated?
