According to the Plaxis Reference Manual, the linear lateral resistance representation requires Tlat,start, max (lat. resist. at beginning of embedded beam row) and Tlat,end,max (lat. resist. at end of embedded beam row).
What is meant by beginning and end? Is this in and out of the 2D plane? or does it refer to top and bottom of the beam element?
Please clarify.

It refers to the top and the bottom of the embedded beam. So, it is the lateral resistance along the length of the embedded beam.
Note that this is the same way we define the axial skin resistance.
