You can easily define the proper thickness of the plate
In PLAXIS 2D you would specify EA and EI

EA = E * d * 1m = 26 E3 kN/m2 * 0.025 m = 650 kN/m
(we use 1 m as the unit length in the out-of-plane direction)

Assuming a full rectangular selection, we can define 

EI = E * (b * d^3/12) = 26 E3 kN/m2 * (1m * 0.025^3 m3) / 12 = 0.03385 m4/4
