In PLAXIS V20,V21 and V22 there is included PVD drain. But How can I simulate Stone column in PLAXIS 2D v21 ?

The most common way is to draw a thin area the size of your stone column and give that area the strengh, stiffness and permeability properties of the stone column.
If you have a lot of stone columns, you may want to consider not drawing them all, but create a zone in which the stone columns are installed and give that zone smeared properties.
