I have a plate anchor buried in soil under water and vertical force is applied to it to pull it up. Strength of the soil is low. Under water with low soil strength the pullout capacity of anchor plate should be about the effective weight of the soil above the plate. But issue is that capacity seems to correlate to the total weight (total stress) of the soil. Software seems to calculate the weight of the water above the plate to increase the capacity which obviously is not correct. Is this related to some calculation settings or is it a bug?

What are your material properties? For instance, γunsat v.s. γsat?
