Why Traction Tskin started fully mobilizing from the bottom of the pile?
Can anyone explain how does Tskin actually work?

There can be various reasons why the skin friction is fully mobilized at the bottom. For instance because just above the pile foot there is a layer with relatively low skin resistance, or maybe the pile is dragged down due to settlements in the (soft) upper layers causing most friction to be transferred near the toe of the pile.
I would suggest you investigate the soil deformations relative to the pile deformations and that should tell why you have this friction distribution.
