If the plate element is used to simulate the existing shield tunnel, the actual inner diameter of the tunnel is 5.9 and the outer diameter is 6.6. Should the radius of the plate element be set to 5.9 + 0.35 ?

The concept of using the plate is that its thickness is relatively small and does not much affect results when inner or outer or centralline diameter is used. So, if you suspect using different diameter strongly affecting results, it is better to run a volume element of the lining to simulate its full thickness, and running different plate diameters (inner, outer), then compare their results.
