I request to know how the Young’s Modulus of soil can be assumed to be constant with depth in PLAXIS 3D.

Have you checked our Material Models manual? You can find detailed explanation of all material parameters that you need to provide depending on the constitutive model you want to use.
Specifically for Young's Modulus and Mohr-Coulomb model, PLAXIS provides a parameter called Einc, which is the increment that can be selected to cover the depth dependency of the Young's Modulus.
I have checked the material module. for hardening soil model, the power m represents the stress dependency. but can you help me understand what should be the value of m for stress independency?
The power m parameter is defining the amount of stress-dependency of the soil you are trying to simulate.
